NEW EXPATRIATE EMPLOYMENT POLICY EFFECTIVE 1 JUNE 2026
Further to the announcement by the Ministry of Home Affairs (MOHA) dated 14 January 2026, please be informed that the revised Expatriate Employment Policy will be effective on 1 June 2026, following Cabinet's approval on 17 October 2025.
The revised policy introduces an updated minimum salary threshold for Employment Pass holders across all sectors. These changes aim to strengthen local talent development while maintaining Malaysia's attractiveness for foreign investment.
Revised Employment Pass Salary Requirements:

| Category II | RM5,000 – RM9,999 | RM10,000 – RM19,999 | Up to 10 years (with succession plan) |
| Category III | RM3,000 – RM4,999 | RM5,000 – RM9,999 | Up to 5 years (with succession plan) |
Important Notes:
1) All new and renewal Employment Pass applications submitted on or after 1 June 2026 shall comply with the
revised requirements
2) Companies are encouraged to plan their workforce strategy accordingly to ensure a smooth transition and
effective adaptation to the new policy
3) The salary of expatriate Category III Employment Passes has been increased from RM3,000 to RM4,999 to RM5,000 to RM9,999 except for the manufacturing and manufacturing related services (MRS) sectors which are set at RM7,000 to RM9,999.
